Have you checked to see if the programming cable is a Prolific?  If it is, try rolling your cable driver back to 3.2.0.0. Also, make sure the cable is FIRMLY installed to the radio, then try programming it again before giving it away. If it still doesn’t work, then I would be interested in it. I can cover postage.
