[chirp_users] Fwd: Baofeng BF-R3

I'll try it but it will be a while before I get to it.  Leaving on a trip
soon, so I took a shot using the BF-F8HP settings and it loaded without any
problems.  I only loaded some 2 Meter repeaters though, neither of the
other two bands.
