[chirp_users] Chirp retired on Fedora 31+

Its not only the whole 64 bit issue, I’ve posted a while back a pretty extensive description of other issues with the current macOS runtime problems.   
That runtime really need some serious update as it’s currently more viable to run chirp a raspberry pi than macOS.
