[chirp_users] 64-bit Python.app for macOS 10.15 Catalina

I'm still on Mojave, but 64-bit python2 seems to install fine with brew. And pyserial seems to install fine with pip but I can't figure out how to get libxml2 with python support using brew.

@Dan Smith, I haven't investigated how deeply libxml2 is used but would you accept a patch for using eTree?

It's been known for about 2 years that Apple was going to kill off all 32-bit apps. They told Apple software developers that this was happening back then. I knew about just from staying up-to-date with what's going on with Apple & their tech.

My original email was from September 24th. I knew Catalina was coming and asked if anyone of the Chirp developers were ready for this. Apparently I don't think they were/, bothered to be, or whatever. I just don't know if I should go rogue and install a 64-bit version of Python (the 32-bit version of Python is suggested to be installed for Chirp on the Mac and I'm pretty sure THAT is the culprit). But I am not a programmer or a Unix guy so that's why I've asked about installing an official version of Python (64-bit).

If not, the update of the KK7DS runtime is really important.  Right now it’s just a bit of an annoyance, and things are already slowly breaking.
