[chirp_users] having difficulty logging into the trouble track/report system

I've never successfully logged in; password reset sends email to reset
the account, but still won't let me in.  If sysadmin can contact me,
I'd like get the login straightened out to be able to do something
useful for the group (retired software engineer).
