Probably not. CHIRP does not currently program any digital radios.

Probably not. Looking at pictures of the Hytera PC63 programming cable
its plug appears to have the Motorola spacing and pin arrangement. The
plug of the BF-F8HP programming cable has a Kenwood spacing and pin
arrangement.
