[chirp_users] UV-5R programming

Use the correct ”FTDI” programming cable, they're only about $16 on Amazon
from either Baofeng or Btech. The cheaper cables don't have a legitimate
FTDI chip and have a separate driver disk which typically contains spyware
and usually they don't work half the time anyway...
