[chirp_users] CHIRP won't recognize .csv file

Download from destination radio and save a .csv file.
Copy one column at a time from the RT .csv to the corresponding Chirp .csv
file. Making sure the data is in the same format. For example, and I am
making this up, "144.0 MHZ" may have to be changed to "144.000"
Play with it. You'll get it. I've done it.
