[chirp_users] Baofeng UV-82HP Programming Issues (MacOS Mojave 10.14.5)

Friend got one on Amazon and was DOA, sending it back to Baofeng RMA.

Does the radio work with a factory reset. And programming thought the key
pad, RX/TX?
