[chirp_users] chirp on CentOS 7

Yeasu doesn't support Chirp. They're a Windows supported product only and
that CHIRP could Damage the Radio's beyond Repair. I was also told that
they don't support Linux only Windows.Kinda of Sucks but that's what there
Policy is.
