[chirp_users] more trouble with CSV file

Glenn , Dennis is correct. If you use Excel you will have put something in
the last entry on each row or Excel will not fill out the record will ",".
I use OPEN office It does not cause this problem. Or use Chirp it's editor
works like a spreadsheet.
