[chirp_users] Chirp installation problems was: New Daily Build - Reload

[D.J.J. Ring, Jr.]

On Windows and Linux you can just install right over the previous
installation.  Someone said this isn't true on Mac computers, but I know
it's true for Windows and Linux which I use.
