Scott,
I find it easier to rearrange things in a spreadsheet program, like Excel.
The only trouble with Excel for this is that it messes up the commas that need to stay when you edit the CSV file.
so save your file to whatever you want.CSV and edit it outside of Chirp, and then open Chirp and import your edited file.
Open Office, which is free, works well without messing up the commas.
In there, you can select lines, cut them, and paste them where you want and do your numbering.
In mine, I have zero as the national simplex, since Baofengs use #0 as the first number.
I have FMRS and GMRS next.Glenn

 Yaaaaahhhhhhooooooo!!!!!!!! I got it. Chirp is loaded and, I have cloned my Baofeng UV-5R to the computer. I have watched a couple of videos about using Chirp to program and, well, they’re ok but, not as detailed as I would like. For instance, my Baofeng had a bunch of programming in it that a buddy installed from his Chirp. But, it didn’t have the National Simplex frequency. So, I manually put it in. When the radio came up on my Chirp, the National Simplex was there but, it had no name. I clicked on the box under the column “Name” and installed a name for that simplex. 


But, somehow, I double clicked on that line and, ZAP, the entire line is GONE. CRAP! 


I’ve installed the National Simplex again and named it. But, it’s on line 34  and somehow, it’s not after 33, it’s down near 16. And speaking of that, my whole numbering system is all screwed up. How can I get the channel numbers to be lined up? That is, 1, 2, 3, 4  and so on, all the way down the line, the way they were on the radio?

In the Chirp program, when you go into download from radio, and it gives you all the comm ports, go clear to the bottom and use the USB option.
That is what I always use.

The trouble is, as much as I’ve been trying, I cannot find out which port is which on my lap top. If I had the original owners manual, maybe, MAYBE I could find a schematic on the layout but, that’s been long gone for years. And, in a search on the net as to how to determine what’s what, most instructions say to go to Device Manager and go down the list ‘till you see “Com and or LPT. Well, as usual, nothings easy for me. I go to my Device manager and there’s NO COM PORT in that list. So, I cannot find out which one is 1, 2, 3 or 4. This is routine for me. If there’s a hard way to do something, I’ll find it and make it even harder.

Try USB at the bottom of the port list.
That is what I always use.

 Well, I’ve actually made some progress. Since one of you told me to push the “Windows” tab on the keypad, and then type “chirp”. I did that and, it (the computer) now brings up a blank screen that has a few choices at the top. One of them being “Radio”. I click on that and, is then says “download from radio”. Yahoo, I’m getting somewhere. Then I get a screen that asks for com port, vendor and model. Well, I've got (4) com ports on my laptop and, I’m having a hard time finding out which port is which. 
  So, I’ve tried putting the radio into different com ports and clicking download and, it keeps coming up with an error that it can’t find program. But, at least I’m farther than before. Thanks again for your assistance. I’m getting there.

You are thinking that the file you are downloading and running is Chirp. It’s not, it’s the file that installs Chirp. 


Once the installation is done you have to start Chirp.
