[chirp_users] Trouble loading Chirp on a laptop

Download a different browser.  Download Google Chrome or Firefox.
https://www.google.com/chrome/

You download the file in a browser, you should be opening the file in
File Explorer. In Windows 10, type "File Explorer" in the search box
to find it.

Donwload the Chirp file to Downloads folder.  Open the Downloads
folder with File Explorer find chirp-daily-20190206-installer.exe and
then select it with the mouse, then right click and select Run as
Administrator.  Follow the prompts.

Watch the screen.  You are no longer in the browser, you are in File
Explorer, so if you suddenly flip to your browser, something is
terribly wrong.  You will probably need to reinstall Windows if this
happens again.

If you get the prompts, for Run As Administrator, the first thing that
will show is a box saying: CHIRP Installation: Installation Folder,
leave the default folder as is C:\Program Files (x86)\CHIRP but click
on the bottom right "Install" button.
