Not sure if this is helpful.  But  have a Chinese version of the Wouxon KG-UV8E, which it’s the KG-UV8D Plus for the US market. My issues are similar to yours.  It communicates just fine using the KG-UV8D Plus driver in CHIRP , but I too only have a blank page in the settings page.   Im guessing even though the release note says it supports settings, the Wouxon family of radio’s CHIRP driver is actually incomplete, and does not support settings manipulation.  Just rudimentary memory slot programming.   I could be wrong, but anyone else with more expertise please chime in. 

From what I know there *should*  be new driver for the KG-UV8E (US version)  of drivers being committed to the release at some point. It may come with updated routines for the other models.  Currently the author is doing some final tests, but I have not heard anymore about it in the last 2 weeks. 
Until the potential code commit happens, you might want to do what Im doing.  

Configure the settings using the OEM software,  and then use CHIRP to populate the memory using Repeater Book import.  Optionally if you have a version of the radio that has the scrambler and/or compender feature (Which it’s quite nice BTW) , you will need to go back to the OEM software, download the settings from the radio, and then toggle those settings on each memory slots to your desire settings, and then reload everything back to your radio.  
Yes, you will have to maintain two sets of settings/image files.
