[chirp_users] can't figure out how to convert a csv file to an image file

You can do everything in CHIRP only. Just take your new radio, download the file.  Save that in case you need to reset that radio.  Download from the radio you want to copy from, select the info you want to put in the first radio, and copy and paste to the first radio.  Then write the info to the first radio. All modifications to the info can be done without going to a spreadsheet program. No need to save anything as CSV files.  Save the file with a different name, I usually include the date so I know which copy is the latest.  You do need to have 2 windows open in CHIRP so you don’t write one image to a different radio.  ALWAYS read your radios first, modify the info as needed, then write to the radio.  Do not save your downloads as CSV files for normal CHIRP use. When you download from your radios, just hit Save, it will already be in a usable format. Do read the tutorials found on the CHIRP and www.miklor.com websites.

I know, I know, Windows 8.1 is sort of old school but, the reason I have and use it is because, when I had the new SSHD installed, it was at a time when Windows 10 was brand new and many, many folks were not happy with it so, the company that was doing my computer rebuild asked me if I wanted to remain with Windows 8.1.  I said, yep, keep it. So, that’s the story  on that.
