[chirp_users] can't figure out how to convert a csv file to an image file

Hey, Scott. You need to adjust your mental model of how CHIRP works. Don't
think in terms of "converting .csv to .img". Instead, you can
   1)download your source radio's data into the CHIRP UI  (or load a .img
file into the UI)
   2) edit it within the UI
   3) export the result into a .csv
   4) manipulate the .csv
   5) load a .img file for the TARGET radio into the CHIRP UI
   6) import the .csv file into the UI so as to modify the data in the UI
   7) upload the data from the UI into the TARGET radio, (or save the UI
onctent as a .img file.)

Yes, some combination of these steps does result in "converting a .csv into
a .img", But that's not teh way it's described.
