[chirp_users] power settings in CHIRP

[Christopher Knowles]

CHIRP should offer you the BF-F8-HP option.  Use the "High" power 
designation in the column except for those frequencies upon which you 
CANNOT broadcast and the GMRS channels which have a significantly 
decreased permissible broadcast power.  CAK
