[chirp_users] Baofeng BF-F9V2+ interface with Chirp Programing Software

Recently purchased the BF-F9V2 radio, the connector cable recommended (FTDI
Cable from BTech) downloaded the latest update on the Chirp software and the
values for Offset direction and Offset don't clone down to the phone.  Need
help!
