[chirp_users] chirp on Chromebook

One might be able to install Ubuntu Mate (or another distro) onto the Chromebook and make it a dual-boot system.

Not without some trickery, unless Google really does end up making a new Chromebook that will dual boot into Windows 10, as rumored.
