[chirp_users] CHIRP Not Communicating With ComputerS

Thanks David, but that doesn't explain the Win10 machines.

I wonder if the ChirpLive CD didn't blow out the electronic cobwebs in 
the cable electronics. I noted some data (port, brand, model) appearing 
that I hadn't yet entered that made me think something was retaining 
data from prior sessions on another machine.
