[chirp_users] Is repeaterbook import broken?

These are probably better questions for a RepeaterBook forum than here.
It's sort of a black box. I can tell you that the RepeaterBook API
documentation describes the Location field as "Requested city". Sounds like
it's geocoding. In a private email, the RepeaterBook admin described the
units to me: "It is autoset to Km for all countries except the US."
