[chirp_users] Chirp and UV50-X2

Thanks but it's a FTDI driver (not a prolific), it's the one sold by  
baofengtech which is supposed to be "legit".

I was aware of the driver issue for the handheld radios so I THINK my  
prolific driver is 3200 and locked not to update.
