My understanding is that technically CHIRP does not need to be
installed. The installer version is basically for those that are used
to software being "installed". To see what I mean, all you have to do
is download the ZIP version, extract it to a convenient location, and
then double click the "chirpw" executable file to start CHIRP.

CHIRP also brings Python with it so there is no Python to install or remove.

So if you did install the installer version and you want to uninstall
it and make sure it is completely removed, I would do the following...

1 Use the Windows Add/Remove application to uninstall CHIRP.
2 Use the Windows file explorer to remove the CHIRP folder from the
"Program File" folder.
3 Use the Windows file explorer to remove the CHIRP folder from the
"Roaming" folder.

How to locate the "Roaming folder is explained in the "How To Report
Issues" document in the CHIRP wiki area.

There will then be no trace of CHIRP. But in your case I assume that
you want to install CHIRP again, In that case I would do the
following.

1 same as above
2 same as above
3 delete or rename the "chirp.config" file located in the
"%APPDATA%\Roaming\CHIRP" folder.
4 install CHIRP using the latest CHIRP daily build installer
