[chirp_users] chirp accessibility?

Nolan, thank you very much for your help.
I installed Ubuntu Mate on the old laptop, and actually the chirp
works and is accessible.it is a bit problematic, but a better solution
than none.

at least man will learn some new things - eg orca.

I thank you once again for good support.
