[chirp_users] IC-92AD funnies

Well, there was a time when it did work, perhaps we have to go back and
find out where
it got broke.  Yes it appears to be something with the band edges.

I can get it to toss the error lines when I go to either of the bank(band)
tabs

Also the D-Star Tab seems to give strange results.
