Um, yes and no.
Having been a Linux user since Kernel 1.x, I can tell you it is sufficiently different to cause a few problems for the novice user (especially a blind one). And no, you can’t just install it on any modern UEFI enabled machine either without making changes to the UEFI configuration (turning off secure boot, allowing boot from USB, etc).

Now, once you get to a desktop environment, then it can be made to have the feel of windows 7. Your best bet is still unity or a gnome variant in order to make this happen as KDE isn’t quite as accessible). 

In any case, Linux is about the only OS where you will get any accessibility with CHIRP (and some of the dialogs are still a little hit and miss there).  I gave up a long time ago trying to convince the developers here to tweak their code to make the program accessible in windows.

Btw, if you want some accessibility for an OS, you can try either Ubuntu or Vinux Project (which is getting folded into SONAR for redhat fedora) They can be installed and run from a USB stick easily enough. :)
