[chirp_users] chirp_users Digest, Vol 109, Issue 6 and many others

As far as the question mark in place of apostrophe goes, I believe it is an
artifact of poor translation from Unicode to ASCII/UTF8.  It's not
deliberate misuse of punctuation, but how some Mail Transport Agent (MTA)
or MUA (Mail User Agent) handles unknown characters.  The originating user
is probably typing what they think is an apostrophe, but it's garbled
somewhere along the way.
