[chirp_users] New Daily Build

I just bought an anytone at 778uv useing the software the came with the radio
is a pain. I hope chirp will include this radio .

This build included a change to the core Icom communication protocol module, which has been basically unchanged and working for every model since like 2008. If anyone with an older Icom could try this build to make sure everything still works, that would be great. I'm thinking something like a 2200, 2820, 800, 880, etc. Please report back here if you test it so we know.
