[chirp_users] Wouxun KG-UV8D Won't Open Squelch

I still cannot get the Wouxun KG-UV8D to program properly.  I have tried both
Windows 10 and Linux versions of Chirp with similar results.  This problem
persists with three different radios.

A possible clue: After programming the radio, I manually go to the R-DCS menu
item and change D77I to OFF; that channel then immediately starts working and
opens the squelch on receive.

How do I tell Chirp to set R-DCS to OFF for all channels?

One of the user group members suggested I post the file to the group.  How do I
do that???  I do not see any instructions about posting files.
