[chirp_users] Yaesu Vx8dr question

Hi,

The feature doesn't exist for the VX-8R (L1/U1 - L50/U50 for VX-8R).

I'll take a look at implementing this. I recently updated the chirp support
for all of the VX-8* models so have a pretty good idea of how I would do
it.
