[chirp_users] Can't upload to FT-60R

Your cable seems to be a Prolific clone. Check out the following website
with loads of information on that. You basically need to revert to an older
version of the driver.

Did I understand the alternate instructions (starting TX, then RX after it
errors) worked for you using CHIRP?
