So what is the error? Does you Windows user name have the "?"
character in it? If yes, try another user with only standard
characters.

This is not an error. Everyone sees it on a new installation of CHIRP.
It is letting you know that the default for CHIRP is to "phone home"
when there is an error and that you can disable it if you don't want
this behavior. Just click through and start using CHIRP.

In a few weeks some friends and I are going on a 10 day camping trip. We will be several miles back into a wooded area. I would like to use my use my Baofeng UV-5RA during this trip to communicate with my buddies radio he picked up from a surplus store. I can receive his transmissions but he cannot receive my transmissions. I am not sure what setting to adjust in chirp.

Below is a list of the settings I set in CHIRP for this channel.

Name = TripFreq
Frequency = 462.562500
Mode = NFM
Power = Low

I wonder if it is his radio.
Maybe he has the receive tone set to a frequency, so he will only hear radios transmitting with that tone.

It sounds like his radio may have a CTCSS, or P/L tone enabled on his
receive.

Secondly, unless you have a GMRS license, your UV-5RA violates 47 C.F.R,
Part 95 Subpart B by having a removeable antenna and being able to transmit
at more than 500 milliwatts (1/2 watt).

Check out the following URL for details directly from the FCC web page.

Check to make sure your radio is not using a frequency offset to transmit,
if you are using a ctcs or dcs tone, it should be the same tone for both
radios on send and receive.

Your radio is not licensed to use the frequency you have selected in the
US. That said I don't believe the FCC has resources to monitor GMRS
channels deep in the woods. I don't expect this warning to affect your
decision, but I feel obligated to inform you of the law I may have assisted
you in breaking.

That is an illegal use of the radio.

That would be illegal unless persons using the radios are licensed operators.

The radios would be legal for ham radio operators on ham frequencies. The radio does not qualify for GMRS whether or not the operators are licensed.

You must either get you friend to disable receive CTCSS on his radio
your you must program your radio to transmit the matching CTCSS tone.

Not sure what your friend's radio is but it sounds like they may have CTCSS or PL turned on.

About 6 weeks ago, i purchased the 2 radios listed in the subject line to
test them out for work. I programmed them both to the frequencies assigned
to our license. We were assigned a corporate license recently, with
different frequencies, vs our stand alone site license which is going to
expire. Using the same computer, same "fake prolific" Baofeng cloning
cable and the updated daily CHIRP software i was able to reprogram the
UV5R, but when i went to read the BD888S i received the error message
"radio refused to enter programming mode". Any help would be appreciated.
Thanks

ok. just a thought lol.

have you got the latest version of chirp?

have you tried slecting each radio type and do a read attempt.

its the plug sitting home in the radio as some varients the plug dont go all the way in, give it a squeeze while trying to read.

I have a gt-3tp mk3 and until the later update last month, it was only programmable using the uv-5r menu. due to the firmware version in the radio.

cant be anything wrong with the lead/usb/windows, as its working on the other radio.
