Thanks for your ideas.  The dmesg command indicates that the USB/serial 
driver does get identified and loaded.

Volume all the way up, battery is fully charged, and on a channel with 
no traffic.

But every idea helps.

A couple of ideas:
I usually make sure the cable is plugged in to the computer before booting
up, this may make no difference, but I do it to ensure that the driver gets
loaded.
Also, it has been noted that you should have the volume up all the way.
And finally, are you confident that the battery is fully charged and that
the radio is not on any channels with traffic?
Hope one thing might help.

Thanks for your response.  I made sure the plug was fully inserted and
put pressure on it throughout the process.  I also looked at the plug,
and it is metal all the way to the base - no plastic is getting in the
way.  Unfortunately the suggestions you gave, as good as they are, did
not solve this particular problem.
