It could be a permissions issue or a corrupted chirp.config file.

For the first issue, right-click the CHIRP shortcut and choose "Run as
administrator"

For the second issue, delete or rename the chirp.config file. CHIRP
will create a new one.

Tip: The chirp.config file is in the same folder as the debug.log file
