Your radio does indeed transmit (as indicated by the red LED on the
front of the radio). The radio(s) that you are trying to communicate
with have selective squelch enabled. Unless you are transmitting the
matching CTCSS tone or DCS code, the other radios will ignore your
radio's transmissions (as they should).
