That may be, but CHIRP has different band plans for different regions,
as selected from the menus. And we're talking about the NA bandplan here.

The only reason we're discussing Europe here is that the author of this
(incorrect) NA band plan happened to be from Europe, which we're
speculating is related to why it's wrong.
