[chirp_users] Programming menu options of BaoFeng BF-F8HP

A problem with a different option same radio.

I've been looking unsuccessfully for a way to change the default power
level from high to low. And then boost the power level for individual
channels if necessary. As it is now the power level defaults to high and I
have to change most channels manually to low to reach the desired
configuration. This is extremely annoying.

Maybe I'm missing something somewhere.
