[chirp_users] Not always DIALOUT

I think it's Xubuntu 16.04 but it's running as a CHROOT on top of Chrome OS using Chrome's kernel for hardware access.
Installed using the Crouton scripts. 
I haven't yet looked at FLDIGI with my Navigator interface to see which groups it's 6 USB ports fall into.
