[chirp_users] New Daily Build

It appears there is an issue with downward compatibility for UV-5X3 data
files. HOWEVER, even a factory image loaded into Chirp still glitches
it.  I got a file from BTECH, explaining the stun/kill/inquiry and all
that stuff.  From that, I was able to get Chirp to work.  A quick copy
and paste of frequencies, and re adjusting settings got my working again.

This patch adds the following settings to the BTech UV-5X3:

- Group Code
- Space Code



Now the settings don't appear at all.... Program is broken


--- We also need a tutorial for what all these functions do.. the manual
is useless.
