I'm not familiar with a UV-8C. Do you mean the UV-82C from Baofeng
Tech? If yes, there is nothing to "unlock". It already covers the 2
ham bands that it is capable of covering.

If you mean to be able to switch between VFO and MR modes
in-the-field, you need to use CHIRP to enable VFO/MR switching.

Settings -> Advanced Settings -> VFO/MR Switching (UV-82C only):
