There are many developers who have contributed code to Chirp, and
we're still welcoming more. The response you're referring to was from
Jim personally. Jim is one of Chirp's most active developers.

specify a model, neither does this search):

If you don't see anything about support for your radio, it probably
means no one has tried to develop support for it yet. Generally,
support for a radio doesn't come until a ham who owns that radio
decides to add support themselves. From my code submission history,
you can infer that my shack has a few Yaesu and Kenwood radios :-).
This means your odds for support are best if you pick a popular
radio--there's a larger chance someone else will want to add it to
Chirp. I've never even heard of Luiton, so you can bet I won't be
adding that one myself!

If Chirp support is important to you, I recommend limiting your radio
purchases to those already on the supported list:

Or if you're anything like me, the first thing you do after pulling a
new radio out of the box if to start sniffing its protocol to add
support for it to Chirp!
