Hi,
Doing some more tinkering I discovered the memories 800 to 849, being read by Chirp as bank A, are actually the band edge scan memory pairs. These are used by the IC-92AD to scan a band of frequencies by setting the upper and lower limits. Some scanners used the term "limit scan".
This means they don't have _bank attributes yet Chirp is trying to read bank attributes for them, hence the error: AttributeError: Memory instance has no attribute '_bank
So now we know what those extra memories are, Chirp wasn't reading too many, just including the band edge scan memories with bank A.
Hopefully this makes it easy to to fix the bug. I did update the bug report with the new finding while I was at it.
