[chirp_users] Settings to match Motorola PL tones

I haven't heard of that problem either. And the Baofeng radios are 
extremely common on the repeaters in my area. In fact, the only tone 
problem I've heard of (other than people simply not having it on when 
it's required) is with Yaesu radios using WIRES.
