[chirp_users] Icom ic-t70

I finally got my ic-t70 image file to clone using an RT Systems cable. The 
Valley cable did not work.  As Tom points out below, this worked for 
someone else as well.

I found a bug report by someone else who eventually found that an RT
Systems cable works for him in Chirp while the others didn't:
