[chirp_users] ATR-22/BF-888 issues

I know this sounds like "make sure the appliance is plugged in and turned
on", but make sure the cable is fully plugged in at both ends and turn the
HT up to at least half volume so that it will communicate with the
computer.  Need to start with the most simple things first.
