Is it loading 20 channels, or only displaying 20 channels on the CHIRP spreadsheet?
If it's only displaying 20 of the 48, you may need to expand your display window in CHIRP.

I have tried several times to upload a list of 48 repeaters and everytime I upload to the radio it only receives 20 memory lines of
the 48. 

Any ideas why?
