It does. I've just programmed about 80 channels using my image from you UV-5R.

Only the VFO uses SFT-D and OFFSET. When you store it to a channel, it
is converted to an RX frequency and a TX frequency. There is
absolutely no shift direction or offset stored in a memory channel.

CHIRP does the same. It lets you enter the RX frequency, a shift
direction and an offset. Then it takes that information and converts
it to an RX frequency and a TX frequency and stores it. It does this
because that is what the radio uses/requires.

I'll bet if you check again it is correct. Just press the PTT button
and you can see the frequency change.
