SOLVED!
>From the Ubuntu Forums it was suggested that I delete the current copy of CHIRP and then install the Daily Update.
This worked perfectly. I hope this thread helps others out, too.

I followed these steps, too:
sudo apt-add-repository ppa:dansmith/chirp-snapshots
sudo apt-get update
sudo apt-get install chirp-daily
When I entered the third command line, I received this feedback:

Angus,
I have tried to get the USB to become active.
- I have updated to the latest CHIRP.
- I read near the bottom of the CHIRP installation page the instructions for activating the USB ports.
- I have the latest python.
Here is the output:
apt-cache policy python-serial
python-serial:

Candidate: 3.0.1-1
Version table:

That looks correct as well but chirp had an issue with pySerial v3
http://chirp.danplanet.com/issues/3167
So it looks like you need to update chirp
