[chirp_users] chirp-daily-20160419-win32: why does it insist on certain defaults?

Tone mode in simplex has no effect.
You are not using a repeater .
To further the point, tone no matter the setting won't  do anything unless the repeater is using a tone. In that case you must have it set correctly.

Try enabling View > Hide Unused Fields and see if that solves the confusion.
